Added a new setting to restrict duplicate videos in the queue admin panel.

• You can now set whether duplicates are allowed within the queue OR whether duplicates are allowed within the history of all played videos of an instance.

• This can also be turned off completely.

• By default duplicates within the queue will not be allowed anymore.

• This setting also checks for reoccuring custom URLs.

• You can now always skip your own video, the forceskip button appears after you press the usual votekskip button.

• Fixed bug where the queue would skip a song if the master would reload/repair their video.

• Fixed bug where the video would restart completely if the master would reload/repair their video (this has been an issue since before the queue system)

• Fixed bug where the playlist importer would crash if you cancelled importing a custom URL.

• Fixed UI issues on export/import fields for very long playlists.
